Company Overview
Winding Waters Clinic is a nonprofit 501(c)(3) public charity and Northeast Oregon’s only Federally Qualified Health Center (FQHC). The Winding Waters team is committed to providing high-quality, whole-person health care to all individuals and families in our communities. The Clinic offers an extensive range of health services, including medical, dental, mental health, integrative, public health, and pharmacy services.
Company History
Winding Waters Clinic was established in 1960 and became an Oregon Professional Corporation
on January 28, 1975. Owners Dr. Lowell Euhus, a family physician, and Dr. Scott Siebe, an internist, cared
for patients at Winding Waters and at Wallowa Memorial Hospital. Building on their legacy of caring for the
community, Winding Waters became a Rural Health Clinic in 2007. In 2013, a new non-profit entity
"Winding Waters Medical Clinic" was formed with the goal of applying for designation as a Federally
Qualified Health Center (FQHC). In August of 2015, Winding Waters was awarded FQHC status and
opened its doors to patients as a non-profit Community Health Center in November of 2015.
Winding Waters offers a wide range of health and wellness services, including primary medical care, urgent
care, outpatient procedures, inpatient hospital care, and emergency care. Additionally, the Winding Waters team
provides mental and behavioral health care, primary dental care, medication assistance, and
clinical pharmacy services. Winding Waters also provides access to alternative therapies, including
acupuncture, massage, physical therapy, corrective exercise, and nutrition consultations.
Winding Waters works across Wallowa County to bring together health and wellness organizations for the
betterment of our community. Key partners include the Wallowa Valley Center for Wellness, Building
Healthy Families, Wallowa Memorial Hospital, Community Connection of Northeast Oregon, local law
enforcement, local schools, and others. Winding Waters is also a leader in healthcare transformation,
including becoming the first 3-star primary care home in Oregon (2015) and then becoming the first 5-star
primary care home in Oregon (2017).
Since 1991, Winding Waters has benefited from a relationship with the Oregon Health & Science University
(OHSU) Family Medicine Residency program. As part of this relationship, medical residents regularly spend
one to two months working at the Clinic as part of their training. Additionally, starting in January 2017,
Winding Waters became a site for the OHSU Campus for Rural Health program, hosting MD, PA, DMD, and RN
students on an ongoing basis. Through these programs, Winding Waters seeks to provide valuable
learning opportunities for both the individual learners and all Winding Waters staff. These programs also
provide recruitment opportunities for our community to attract future licensed providers to the area.
